جمهورية الجليب

لسنواتٍ طوال، ظلّ ملفُّ جليب الشيوخ يُناقَشُ تحت قبّة مجلس الأمة، والمنطقةُ تتعفّنُ منذ عقود. تحدّثوا عن التركيبة السكانية، واقترحوا لجاناً وطنية، وأعلنوا خططاً لتحويل المنطقة و"مدنَ عمّالٍ" ستحلُّ الأزمة. كلامٌ كثير، وحبرٌ على ورق. وبينما علا الجدل، كانت الجليبُ تتعفّنُ خلف النافذة، مخدراتٌ ودعارةٌ وخمورٌ سرّية وجريمةٌ صنّفتها الداخليةُ عالية، وشوارعُ تغرقُ بالمجاري، حتى سمّتها الصحافةُ "جمهورية الجليب" و"مستنقع الكويت". وفي وسط ذلك، عمّالٌ بسطاء ضحايا سكنٍ غيرِ صالحٍ للعيش تأكلهم الحرائق. انتهى كلُّ نقاشٍ بختمِ "مؤجّل" وحلٍّ بعد حلٍّ ومئةٍ وسبعةٍ وسبعين استجواباً دون أن يتحرّكَ شيء. ثم في مايو 2024 حُلَّ المجلسُ لسنوات وأُطفئت أنوارُ الجدل. وحين توقّف الكلام، تحرّكت الدولة. حملَ النائبُ الأول لرئيس مجلس الوزراء ووزيرُ الداخلية الشيخ فهد يوسف سعود الصباح الملفَّ إلى الأرض، وبأجهزة الدولة كلّها أخلى المئات وهدمَ الأوكار وأغلقَ المخالفين. أسابيعُ بدأت ما عجزت عنه سنواتٌ من الكلام. وهذه مرحلةٌ أولى والطريقُ ما زال طويلاً، لكنّ الفارقَ أنّ الدولةَ تحرّكت. الجليبُ يعودُ للكويت. والدرسُ، الكلامُ يُعفّن، والفعلُ يُنقذ.

For years, the Jleeb Al-Shuyoukh file was debated under the dome of the National Assembly, while the district rotted for decades. They discussed the demographic imbalance, proposed national committees, unveiled plans to transform the area and "labor cities" that would solve the crisis. A great deal of talk, and ink on paper. And while the debate raged, Jleeb rotted behind the window, drugs, prostitution, secret breweries and a crime rate the Interior Ministry classed as high, streets flooded with sewage, until the press dubbed it the "Republic of Jleeb" and "the cesspool of Kuwait." Caught in the middle were ordinary workers, victims of housing officially deemed unfit for living and gutted by fire. Every debate ended with a "postponed" stamp, dissolution after dissolution and 177 grillings, with nothing moving. Then in May 2024 parliament was dissolved for years and the lights of debate went out. And when the talking stopped, the state acted. First Deputy Prime Minister and Interior Minister Sheikh Fahad Al-Yousef carried the file into the field, and with all the state's agencies evacuated hundreds, razed the dens, and shut the violators. Weeks began what years of talk never did. This is a first phase and the road is still long, but the difference is that the state finally moved. Jleeb is returning to Kuwait. The lesson: talk rots, action saves.
