جامعةٌ بلا أنياب

1945 لتوحّد العرب وتحميَ فلسطين وتردعَ المعتدي. لكنّها شاخت بلا أسنان، حتى صارت لا تُتقنُ إلا جملةً واحدة، "أشجبُ وأستنكر". اثنتان وعشرون دولة، وأربعٌ وأربعون قمّة، وميثاقٌ لا يُلزِمُ أحداً، فصارت القمّةُ بياناً لا فعلاً. وُلِدت سنة نكبة فلسطين ولم تمنعها. وحين ابتلعت دولةٌ عضوٌ دولةً عضواً في غزو الكويت 1990، انقسمت وعجزت، وتحرّرت الكويتُ بتحالفٍ جاء من خارجها. ثم احترقت سوريا واليمنُ وليبيا، فعلّقت وأعادت وأصدرت عشراتِ القرارات، والمدنُ تُدَكّ. وجاءت اللحظةُ الفاصلة حين ضُربت دولُ الخليج نفسُها فلم تُحرّك ساكناً، حتى فكّرت دولُه في تركها. لكنّ السعودية لم تنتظرِ الجثة، جمعت في قمة جدة صفَّ الخليج ومنعت الانهيار، وبنت تكتّلاً جديداً معها قطر ومصر وباكستان وتركيا، ثقلٌ يتحرّك لا بيانٌ يُتلى. جسمٌ لا يفعلُ إلا الشجبَ ميتٌ أصلاً، ومن أراد الحياةَ يبني جديداً.

The Arab League was founded in 1945 to unite the Arabs, protect Palestine, and deter the aggressor. But it aged into a toothless old man who masters only one phrase, "I condemn and denounce." Twenty-two states, forty-four summits, and a charter that binds no one, so the summit became a statement, not an act. It was born the year of the Nakba and did not prevent it. When a member state swallowed a member state in the 1990 invasion of Kuwait, it split and failed, and Kuwait was freed by a coalition from outside the League. Then Syria, Yemen and Libya burned, and it suspended, readmitted, and issued dozens of resolutions while the cities were pounded. The turning point came when the Gulf states themselves were struck and it did nothing, until those states considered leaving it. But Saudi Arabia did not wait for the corpse. It gathered the Gulf's ranks at the Jeddah summit and stopped the collapse, and built a new bloc with Qatar, Egypt, Pakistan and Turkey, weight that moves, not a statement read aloud. A body that does nothing but condemn is already dead, and whoever wants life builds anew.
