يعرض الفيديو كيف صار اعمارُ سوريا بعد سقوط الاسد مشروعًا يقوده الخليجُ لا الغرب، وكيف دخلت الكويتُ الميدان عبر شركة زين. الفكرةُ المحورية: كانت سوريا في العهد السابق ممرًّا لايران , جسرًا بريًّا لتهريب السلاح الى حزب الله ومصدرًا للكبتاغون، وحتى اقتصادُها استُعمل اداةَ نفوذ (رخصةُ شركة وفا للاتصالات ٢٠٢٢ كُشف ارتباطُها بالحرس الثوري ووظيفتُها تسويةَ ديونٍ وبسطَ نفوذ). بعد سقوط الاسد وتسلّمِ حكومة الشرع، ومع مسارِ رفعِ العقوبات (الاتحاد الاوروبي مايو ٢٠٢٥، انهاءُ حالة الطوارئ الاميركية ورفعُ ٥١٨ كيانًا يونيو ٢٠٢٥، الغاءُ قانون قيصر ديسمبر ٢٠٢٥، رفعُ تصنيف الارهاب ١١ يوليو ٢٠٢٦)، احتاجت سوريا اعمارًا قُدّر بمئاتِ المليارات فتسابق عليها المستثمرون. سبق الخليجُ وتركيا بنحو ٢٨ مليار دولار من الالتزامات الثنائية عبر ~٤٠ مذكرةَ تفاهم: السعوديةُ (٦٫٤ مليار، واكوا باور لتطوير حتى ٢٫٥ غيغاواط طاقةٍ متجددة مع نقلِ تقنية)، وقطرُ (تحالفٌ بقيادة UCC نحو ١١ مليار)، والاماراتُ (موانئ دبي تدير ميناء طرطوس منذ اواخر ٢٠٢٥، ومترو دمشق بملياري دولار)، وتركيا (~١١ مليار)، والكويتُ عبر زين (رخصةُ محمولٍ ٢٥ عامًا بـ٧٤٧ مليون دولار واستثمارٌ يصل ١٫٥ مليار في شبكةِ جيلٍ خامس، تسلّمت شبكةَ MTN السابقة). في المقابل بقي التمويلُ الغربيُّ المرتبط بالحوكمة دون مليارٍ واحد , نسبةٌ تقارب ٣٦:١ , وحين عقدت واشنطن منتداها السوري في دمشق (١٣ يوليو ٢٠٢٦) كانت البنيةُ الاساسية قد خُصّصت خليجيًا. الاطارُ الصادق: الفارقُ بين النموذجين هو الرسالة , ايرانُ استعملت سوريا ممرًّا واداةً، والخليجُ يستثمر لبناءِ بنيةٍ تبقى لاهلها؛ مع التنبيه ان معظمَ الارقام التزاماتٌ ومذكراتُ تفاهم لا اموالٌ صُرفت، وان استقرارَ سوريا لا يزال هشًّا , فهو استثمارٌ مبكرٌ ورهانٌ لا نصرٌ محسوم.

This film shows how the reconstruction of post-Assad Syria became a Gulf-led enterprise rather than a Western one, and how Kuwait entered through Zain. The core idea: under the old order Syria was Iran's corridor , a land bridge for smuggling weapons to Hezbollah and a source of captagon , and even its economy was used as a tool of influence (the 2022 Wafa Telecom license was revealed to have IRGC ownership links and functioned to settle debts and extend political influence). After Assad's fall and the al-Sharaa government, and along a sanctions-lifting track (EU May 2025; US national-emergency terminated and 518 entities delisted June 2025; Caesar Act repealed December 2025; terrorism-sponsor designation removed 11 July 2026), Syria needed reconstruction estimated in the hundreds of billions, and investors raced in. The Gulf and Turkey got there first with roughly $28bn in bilateral commitments across ~40 MoUs: Saudi Arabia ($6.4bn, with ACWA Power developing up to 2.5 GW of renewables plus technology transfer), Qatar (a UCC-led consortium ~$11bn), the UAE (DP World running Tartous port since late 2025, and a $2bn Damascus metro), Turkey (~$11bn), and Kuwait via Zain (a 25-year mobile license for $747m and investment up to $1.5bn in a 5G network, taking over the former MTN network). Western governance-linked financing stayed under $1bn , a ratio near 36:1 , and by the time Washington held its Syria business forum in Damascus (13 July 2026) the core infrastructure had already been allocated to Gulf firms. The honest frame: the difference between the two models is the message , Iran used Syria as a corridor and a tool, while the Gulf is investing to build infrastructure that stays with Syrians; with the caveat that most figures are commitments/MoUs rather than disbursed funds, and Syria's stability remains fragile , this is early investment and a bet, not a settled victory.
